FLOWERS AS GIFTS
>꽃이 뇌물이냐?

 

 

 

It has been brought to the attention of the International Association of Horticultural Producers
(AIPH) that a new law in Korea prevents the use of flowers as a gift due to the perception that

this could be considered to be bribery.
> ‘꽃이 뇌물로 간주되어질 수 있기에 선물로 사용되어지는 것을 금지한다’는 한국에서의 새로운 법의 제정은 (저희) AIPH 측에서의 많은 관심을 불러 일으키게 하였습니다.

 

AIPH is writing to you to express our deep concern about this development. AIPH condemns the practice of bribery in any situation but we believe this ruling to be an unwise decision for the following reasons:
> AIPH는 이같은 행보에 깊은 유감을 표하며, 그 어떤 상황에서도 뇌물로의 사용은 규탄하나, 다음과 같은 이유에서 이러한 법제정이 비합리적인 결정임을 주장하는 바입니다.

    

The flower production industry is an important part of the Korean rural economy and this decision will have a significant impact on the income of these businesses which are often small family businesses.
>화훼농사는 한국의 소규모지역농가의 경제활동의 중요한 일부분이며, 이러한 결정은 소규모가족형태로 간간히 행해 온 이들의 생계에 치명적인 타격을 줄 수 있습니다.

 
Korean flower growers are already facing financial pressure from import pressures and this decision will have the effect of making some production businesses not financially viable.
>한국의 화훼농가들은 수입꽃에 이미 경제적압박을 충분히 받고 있으며, 이러한 법의 제정은화훼생산을 더 이상 지속할 수 없게 만들 것입니다.

 

It is known worldwide that the gift of flowers comes from a heart-felt desire to bring happiness to the recipient. As the life of flowers is short they retain no lasting financial value to the recipient so could in no way be considered to be a bribe
> 꽃을 선물하는 것은 진심어린 갈망(마음)을 전달함으로 받는 이를 행복케 한다는 것 또한 익히 알려진 사실입니다. 또한, 꽃의 생명력은 짧아서 지속가능한 경제적인 가치를 가지지 않기에 꽃은 결코 뇌물로도 간주될 수 없습니다.

 

Scientific research has proven that flowers make people happier and anything that reduces actions that promote happiness will have a negative effect on society.
> 연구 조사에 의하면, 꽃은 사람들을 매우 행복하게 해 주고, 사회의 부정적인 효과를 가져올 수 있는 행동들을 억제함으로 복지를 증진시킬 수 있음이 입증되어 왔습니다.

 

Science has also proven that having plants and flowers in the home or work environment improves health (physical and mental) and wellbeing of citizens and employees, reduces employee absenteeism from work and gives people a deeper concern for the natural environment.
>또한, 집이나 회사에서 꽃을 가꾸고, 식물을 키우는 것은 도시민과 근로자의 행복과 정신적·육체적건강을 증진시키고, 근로자의 잦은 결근을 줄이며, 자연환경에 보다 더 깊은 관심을 갖게 한다는 것이 밝혀져 왔습니다.

 

Overall any ruling that reduces the giving and sharing of flowers would be a backward step for any society and will do nothing to reduce corruption within a commercial environment.
>총체적으로 ‘꽃을 주고 받는 것을 막는’ 그 어떤 법적조치도 어느 사회에나 퇴보적 관행이며, 상업적인 환경에서의 부정부패를 결코 줄이지 못할 것입니다.

 

I hope that this letter will cause you to re-consider the rules you impose and that an outcome will be secured that avoids these negative effects.>저는 부디 이 편지로 이러한 부정적인 결과들을 피할 수 있는 방도가 보장되게 하며, 이러한 법제정에 대해 다시 재고해 주시기를 부탁드리는 바입니다.
